I tried to re-start the Full Catalog access subscription on Coursera and turned out it has been discontinued.
After contacting the support (case #1414388) I got an explanation:
The catalog subscription was a temporary offering that we were piloting for the past 6 months. We ended the pilot on December 7 and since your subscription was interrupted, your account lost access to this pilot. Unfortunately there’s no way for us to re-offer it at the moment but we do hope it will become available to learners again someday. I apologize for the inconveniences this may cause you
